As you may also be aware, the main farmhouse and out-buildings at Monktonhead are listed at category-C, with the circular horsemill being noted in the description as a “rare survivor”. Given the proximity of the site to the listed building, the proposals will need to be sensitive to the character, appearance and setting of the listed building. As the application is for planning permission in principle, there is limited information to accompany the proposals. The submitted design statement makes no reference to the listed building, and suggests a “single detached, storey-and-a-half dwelling”. A design statement will be required to accompany any future applications which sets out how the proposals and their design relate to the listed building, and maintain the integrity and setting of the listed building, for consideration by the Service. For the avoidance of doubt, proposals which are considered harmful to a listed building, or its setting will not be supported, and therefore you will wish to carefully consider the design of the dwelling, and associated aspects such as the siting of driveways and parking areas, boundary treatment etc. Given the horsemill, adjacent out-building and dwelling to the north are all single storey in height it is considered that a more appropriate design solution would be for a modestly proportioned single storey dwellinghouse, perhaps taking its design cues from the traditional farm buildings. It will also be important for any proposals to retain sufficient open spacing around the listed building, and therefore you may wish to consider if there is scope to position the driveway and parking areas to the north of the site, so as to retain an open frontage.
Monkton provides a number of local amenities including a well regarded primary school, post office and shop and is less than 2 miles from the coastal town of Prestwick which provides a more comprehensive range of amenities and mainline rail link to Glasgow.
